Site work, well and septic, permits and impact fees, engineering, architect, landscape, and furnishings land on top of the number above and typically add 35 to 50 percent. A 4,500 SF build at the mid-range tier runs roughly $2.5M in construction and $3.4M to $3.8M all-in to be in the door.

The four realities that shape every Teton Valley build

  • Cross-county permitting. Teton County, Idaho and Teton County, Wyoming are two different worlds. I work both sides regularly.
  • Real snow load. Teton County sets a prescriptive minimum roof snow load of 85 psf below 6,600 feet and 100 psf at or above it, plus dead load and drift — unless a licensed Idaho engineer runs a site-specific calculation.   • Build season compression. Practical exterior window is April through October. Dry-in must hit before first freeze.
  • A small trade pool. The valley has a finite set of trades. I have worked with most of them.

One Builder, Two Teton Counties: Why That’s Rare and Why It Matters

Most builders working the Tetons pick a side. They’re either an Idaho GC who takes a Driggs or Victor build and stops at the state line, or they’re a Jackson-side builder whose entire cost stack is priced for Teton County WY. I’m one of the few licensed to pull permits on both sides. Idaho contractor registration (RCE) on the west side; Teton County WY contractor registration on the east side. Same crew, same subs, same JobTread schedule, same fixed-price contract — whichever county the lot sits in.

If you’re a buyer still shopping lots, this matters. You may have a lot on Alta Road that puts you in Wyoming for permits but ten minutes from Driggs for lumber. You may have a Wilson site that trades neighbors with Victor. When your GC only works one side, every cross-border logistics call — trades, materials, dumpsters, inspectors — becomes a new subcontractor negotiation. When your GC works both, those relationships already exist.

Cross-State Licensing: The Question You Should Ask Every Builder You Interview

Wyoming doesn’t issue a statewide general contractor license. That surprises a lot of buyers moving from states that do. What Teton County WY does have is a mandatory contractor registration through the Building Department, plus separate Wyoming-side trade licenses for electrical and plumbing. Idaho, by contrast, requires Idaho Contractor Registration (RCE number) through the Division of Occupational and Professional Licenses (Idaho DOPL adopted codes list).

When you interview a Teton Valley builder, ask two things: what’s your Idaho RCE number, and are you registered as a contractor with Teton County WY. If they can’t answer both, they’re a one-side builder. That’s fine — it just means they can’t help you if your next lot is over the hill. Same Range, Different Codes: 2018 I-Codes vs 2024 IRC

The two counties share weather but not codebooks. Teton County ID operates under the 2018 I-Codes family — 2018 IBC, 2018 IRC, 2018 IECC, per Title 6 of the county code. Teton County WY switched: all permits submitted on or after 2/1/2025 use the 2024 IRC and IBC. That six-year code delta drives real design decisions — energy code stringency, structural bracing, egress geometry, fire separation, mechanical ventilation, all shift between the two editions. If your architect drew a Wyoming-code set and you’re actually building in Idaho, you’ll do a redraw. If they drew an Idaho set and you’re building in Wyoming, plans review will bounce you.

The Wyoming side also stacks the Energy Mitigation Program on top of the base permit — $4/sf for conditioned space between 2,501–5,000 sf and $8/sf above 5,000 sf, with credits available for PV, super-insulated envelopes, and passive design per the Teton County WY 2026 Fee Schedule. Idaho side has no equivalent surcharge. That single line item can swing $30,000–$80,000 on a mid-size custom home before you’ve swung a hammer.

Snow Load: The Number That Actually Sets Your Framing Bill

Ground snow load is not a lookup. The Wyoming side publishes the guidance plainly: use the ASCE Hazard Tool site-specific — no single county-wide value, per the Teton County WY Design Criteria page. Frost depth is 34 inches, winter design temperature is -30°F, Climate Zone 7/8 requires R-60 ceilings and R-20+5 (or R-13+10) walls. The Idaho side runs the same climate but under 2018 IECC amended baseline — you still need a site-specific snow load analysis; the county doesn’t hand you a tabulated pg. What that means for your budget: any framer or engineer who quotes a Teton Valley job off a “typical” snow load is guessing. Get the site analysis before you sign anything.

Driggs vs Victor vs Alta vs Jackson: When Each Makes Sense

Driggs is the design-review town on the Idaho side — HOA and city overlay layers are common, and the plans review adds a step but keeps neighborhoods coherent. Best for buyers who want walkable-town infrastructure with a mountain view.

Victor is closer to Jackson (25 minutes over Teton Pass), lighter on design review, and often the cost-per-acre sweet spot for buyers who work in Wyoming but want Idaho permitting and tax. Build season starts a hair earlier.

Alta, WY is the anomaly — a Wyoming county accessed only through Idaho. You get Wyoming’s zero state income tax and the Teton County WY code framework, but your trades and materials all funnel through Driggs. Great for buyers who value the tax structure and don’t mind cross-state logistics.

Jackson, Wilson, and Teton Village are pure Wyoming — LDR review, Energy Mitigation, scenic overlays, and the fee structure that goes with them. Highest cost stack, highest resale, most tightly controlled design environment.
