Designing custom homes for Rexburg lots
Rexburg sits at about 4,860 feet in Madison County, on the eastern edge of the Snake River Plain. Lot conditions are usually one of these: an established in-town lot near campus, a suburban subdivision (Millhollow, north of the Byway, west toward the airport), or a farmland split-off out toward Sugar City and Newdale. Wind, snow, and frost drive the framing decisions. Ground snow loads for Rexburg are higher than Idaho Falls and lower than Teton Valley — meaningful for truss design but not extreme.
Madison County permit process
The Madison County Building Department at 134 E Main Street Suite 208, Rexburg, (208) 359-6262, issues permits for county parcels and unincorporated areas. Madison County builds to the 2018 International Building Codes with Idaho amendments and requires a minimum ten working days for plan review. Mechanical, electrical, and plumbing permits and inspections are handled through the City of Rexburg building department — a split-jurisdiction detail that surprises new builders and one I coordinate on your submittal.
The county’s 2024 Building Regulations document establishes the specific submittal package expected: complete floor plans, foundation, framing, elevations, sections, wall sections, energy compliance, and site plan. Every one of those deliverables is included in the $25,000 package. The Idaho code baseline is codified in the Idaho Rules of Building Safety.
Why hire a home designer for a Rexburg custom home
Idaho does not require a licensed architect for a single-family home. Under Idaho Code §54-306, residential buildings not exceeding three units or three stories are exempt from the state architect licensing requirement. A qualified home designer draws the plan set; a licensed structural engineer stamps the framing and foundation where the county or city requires it. For a typical Rexburg custom home, this is the lean, correct team structure — and it is what keeps design fees at $25,000 flat instead of climbing into full-service architectural territory.

Common Rexburg build scenarios I design
- Family-transfer farmland split-offs. Common in Madison County — parents deed a piece of ground, the next generation builds on it. Well, septic, propane, gravel drive. The schematic site plan handles the county’s submittal requirements.
- Subdivision new-builds. HOA architectural review committees on newer subdivisions. I read the CC&Rs during schematic and design to them from the start.
- Rental-adjacent primary residences. A common Rexburg pattern: primary residence with a legal ADU or basement rental. Idaho code allows ADU designs under the residential exemption; I draw them into the primary plan set.
- Barndominiums and shop-houses on acreage. Popular around Sugar City and Newdale. Careful attention to insulation, condensation, and framing details for the residential portion.
Plan-review realities
Madison County requires a ten-working-day minimum review window. That is a hard number to plan around: if the lender wants to close construction financing on a specific date, you have to submit ten working days earlier than that plus a buffer for any comeback comments. Building the schedule around the review clock — not around wishful thinking — is part of the intake conversation.
Remote design for out-of-state landowners
Own a lot in Rexburg but live out of state? Planning a move to Madison County? The $25,000 Home Designer Package is fully remote — every working session is a scheduled video call over Zoom or Google Meet. No flights, no scheduled site visits, no travel premium built into your fee.
You upload the survey (or a county GIS plot map), phone photos of the lot from each corner, and any covenants that apply. I build the schematic site plan and initial floor plan options from that package, share them for review, and iterate over video. When the CDs are ready, you submit to the City of Rexburg or Madison County yourself, or hand the sealed PDF to any qualified Rexburg contractor.
This works well for BYU-Idaho staff and faculty relocating, remote workers moving to Madison County, and out-of-state investors building rental or family housing here.

What you receive at delivery
At the end of the 12 to 16 week timeline, you receive a permit-ready plan set in both PDF and editable CAD format. The full deliverable package includes:
- Sealed PDF plan set formatted for submittal to your Rexburg jurisdiction
- Editable CAD file (DWG) transferred with full ownership
- Manual J load calculations report
- REScheck energy compliance report
- Interior selections binder — cabinets, plumbing, appliances, lighting, and finish schedule
- Contractor bid package if you plan to shop the plans to multiple builders
- Coordination notes for the structural engineer’s stamp sheets
Ownership of the plans transfers to you on final payment. You are free to build them, shop them to any contractor, or hold them for a future build. There is no restrictive license, no royalty, and no requirement that you build with SwagerBuilds. If you do build with us, the design-to-build credit — 50% of the design fee — applies automatically to your construction contract.
The design process, week by week
Weeks 1 to 4 — schematic design. We start with a video intake call over Zoom or Google Meet — no travel on your side or ours. You bring your program: room list, must-haves, hard budget, timeline. I bring questions about your Rexburg lot, sun and view orientation, snow drift patterns, and the way you actually cook, work, and sleep. You get two or three schematic options within three weeks. We land on one.
Weeks 4 to 9 — design development. The chosen scheme becomes a dimensioned plan set. Exterior elevations, building sections, roof plan, structural intent, and preliminary window schedule. You approve exterior massing and interior circulation. Most of your revision rounds get used here — the right place for them.
Weeks 9 to 14 — construction documents. Full permit set. Foundation, framing, wall sections, details, schedules. Coordination with the structural engineer. HVAC design and Manual J are produced during this phase, along with REScheck. Interior selections are finalized and drawn into the construction documents.
Weeks 14 to 16 — delivery and permit submission. Final plan set delivered as sealed PDF and editable CAD. You submit to the Rexburg jurisdiction. I answer plan-check comments if they come back — included in the fee.
How this compares to a full design-build
SwagerBuilds runs full design-build contracts for clients who want one shop from lot walk to keys handed over. That is the right choice for many Rexburg clients. It is not the right choice for everyone. The $25,000 Home Designer Package is the entry point for clients who want the plans and the freedom to shop bids to any qualified contractor. You get a designer with 4th-generation building experience and a permit set that clears plan review — and then you own the plans. If you already know a builder, if you want to owner-build a portion of the work, or if you just want comparison bids before committing to a construction contract, the plans-only path is the honest answer. The design-to-build credit keeps the option open to build with us at any time.
Frequently asked questions
Do I need a licensed architect for a single-family home in Madison County, Idaho?
For Idaho lots, Idaho Code §54-306 exempts single-family and small multi-family residential design from the state architect licensing requirement — a qualified home designer prepares the plans; a licensed structural engineer stamps framing and foundation where the jurisdiction requires it. For Wyoming lots, most single-family residential design can be handled by a designer-plus-engineer team; unusually complex projects may require an architect. If your project falls into the architect-required category, I will tell you honestly during intake and refer you.
How many revisions do I actually get?
Four rounds. A revision round is defined as a batch of change requests submitted at one time and returned as updated drawings. Ten small changes across three weeks is three rounds, not one — so we work in batches on purpose. Most projects use two rounds in design development, one in construction documents, and hold one in reserve for permit-review comments.
Who owns the plans?
You do. Full transfer of ownership on final payment, including the editable CAD file. You can build them, shop them, or hold them.
How long from signed contract to permit-ready plans?
12 to 16 weeks. Cleaner programs and faster client decisions finish sooner. Projects with heavy revision cycles or engineer coordination land at the longer end.
What does the structural engineer actually cost?
You hire the engineer directly and pay their invoiced amount — I take no markup. Typical engineer fees for a single-family home in Madison County, Idaho run $2,500 to $6,500 depending on complexity, snow load, and whether the design involves steel or unusual spans. Higher snow load markets and lateral-heavy projects fall at the top of that range.
Do I need a stamped survey?
For most jurisdictions, yes. My schematic site plan is drawn from your existing survey or from county GIS data — enough for early-stage design decisions. When you submit for permit, most jurisdictions require a stamped boundary survey; sloped lots also typically require a topographic survey. Survey fees typically run $1,500 to $5,000 depending on parcel size and terrain.
Can you help me pick a general contractor if I do not build with SwagerBuilds?
Yes. Part of the delivery meeting is walking through how to solicit competitive bids, what to look for in a contractor proposal, and how to read a construction contract. That coaching is included whether you build with us or not.
What if I want to change the scope midway through?
Real scope changes (adding a wing, changing the footprint by more than a few feet, adding a story) are treated as an addendum with a separate fee. Everything inside the original program that falls into the four revision rounds is covered. We talk about which side of that line something is on before you commit to it.
